The study addresses the difficulties in implementing these criteria, identifies favorable factors for promoting sustainable national development, and proposes measures to improve bidding processes, ensuring compliance with current legislation and encouraging environmentally responsible practices. The methodology included bibliographic exploration, analysis of legislation, and evaluation of procedures carried out in 2017 and 2018.
