Within this context, the specific objectives of the program can also be determined, divided into four dimensions: social, engineering, environmental, and institutional. Each dimension presents its relevance to the program, as well as shows, based on records during technical visits, the needs for its development throughout all phases of the program, which will be listed in the course of the article.
