The research was motivated by the observation that despite the technological advances and promises associated with IoT, its adoption in this specific context has been limited by technical, regulatory, and structural barriers. A systematic literature review combined with the Decision Making Trial and Evaluation Laboratory (DEMATEL) method, supported by field experts, was conducted. The results revealed that the most influential barriers were the shortage of qualified professionals, lack of regulation, and integration complexity, while interoperability and technical standards appeared more as secondary consequences.
