Item Proposta de Implantação da Tributação Ambiental como Ferramenta de Incentivo na Conservação e Desenvolvimento Sustentável: um Estudo de Caso sobre Potencialidade do IPTU Verde na Cidade de Manaus(Instituto de Tecnologia e Educação Galileo da Amazônia, 2025) MONTEIRO, Ciro Allister Reis; LEITE, Jandecy CabralThis work reflects on the implementation of the Green IPTU as a public policy instrument to promote environmental conservation and sustainable development in the city of Manaus. Using a qualitative and quantitative approach, a case study is conducted based on Bill No. 248/2013, which proposes partial tax exemption for properties that adopt sustainable practices. The research discusses the legal, economic, and socio-environmental feasibility of environmental taxation, with emphasis on the polluter-pays principle and the socio-environmental function of urban property, as established in the Federal Constitution. It analyzes aspects such as the impact of tax exemptions on municipal revenue, public awareness, and the criteria for adherence to the benefit. Efficient management of this context is essential to mitigate negative impacts on the population and the environment. This study employs Game Theory as a strategic tool to model interactions among government, businesses, NGOs, and the population. Through simulations and Nash equilibrium analysis, feasible cooperative strategies were identified to minimize climate impacts and guide more sustainable public policies, promoting a balance between economic development and environmental preservation.Item Caracterização da sustentabilidade urbana na cidade de Manaus sob a ótica da caminhabilidade: um estudo de caso aplicando a ferramenta iCam 2.0(Instituto de Tecnologia e Educação Galileo da Amazônia, 2024) TOLEDO, Ulli Guerreiro de; LIMA, Alexandra Amaro de; LEITE, Jandecy CabralThe study analyzes urban sustainability in Manaus from the perspective of walkability using the iCam 2.0 tool. The research evaluated a public place in the historic center of the city, considering six categories: environment, road safety, mobility, attraction, public safety, and sidewalk conditions. Efficient management of this climatic context is essential to minimize negative impacts on the population and the environment, promoting sustainability and urban well-being. In this scenario, Game Theory emerges as a strategic tool to model interactions among the various agents involved in climate management, such as government, businesses, and communities, enabling the identification of collaborative and effective solutions. This study employed a Game Theory-based model to explore the strategic dynamics among the agents involved in managing high temperatures in Manaus. The research utilized a quantitative methodology, with simulations analyzing strategic scenarios and potential equilibria, considering economic, social, and environmental aspects. The results revealed the feasibility of cooperative strategies to mitigate climatic impacts and guide more sustainable public policies. The study provides a significant contribution by proposing integrated solutions to balance economic development and environmental preservation in a challenging urban context.
